Why it’s on the list: Fasteau and Fletcher make the long-form case that the United States has always had an industrial policy and would be better off admitting it and running one deliberately — tariffs, targeted support, and the machinery of getting high-value industries to locate here. A thousand pages of it, which is the point: it is the reference argument rather than the op-ed.
