Community Revival in the Wake of Disaster

A field study of who actually rebuilds after a catastrophe, based on interviews in New Orleans after Hurricane Katrina and in the New York–New Jersey area after Hurricane Sandy. The authors’ finding is that commercial actors — small business owners, above all — function as first responders and as focal points for recovery: reopening a store signals to neighbours that returning is rational, and the entrepreneurs who do it are typically motivated by attachment to the place rather than by the expected return.
