The Player of Games
The second published Culture novel, from 1988. Its protagonist is a man whose whole life is the mastery of games, sent by the Culture to play in an empire where a single vast game is the constitution — rank, office and succession all decided by it. The contest becomes an argument between two ways of organising a society, conducted entirely on the board.
Context: the Culture book most often recommended as the entry point, and the one that states the series’ thesis most plainly: that a civilisation’s games encode its politics. On a16z’s list it sits second in the ten-volume Culture entry, immediately after Consider Phlebas.
