The National Security Strategy of the United States of America (2002)

The White House September 2002 View original ↗

TL;DR — The September 2002 Bush National Security Strategy, the document that set out preemption and American primacy after 9/11.

The first national security strategy after September 11, 2001. It opens by declaring a “single sustainable model for national success: freedom, democracy, and free enterprise,” and notes that the United States holds “unparalleled military strength.” It is the document most associated with the doctrine of preemptive action.

What it is: a primary policy document. The State Department link in the post is dead; this copy is from the 2009–2017 State Department archive.
