New York is almost alone among major world cities in putting its refuse in bags on the pavement. This study asks what it would take to containerise, and works through it seriously — street geometry, parking loss, truck compatibility, cost, rat control.
A model of what a good municipal study looks like: a single clearly-stated question, honest about the trade-offs, and consequential — it underpinned the rule changes that followed.
