Small Town Headhunter

“Small Town Headhunter” is Kyle’s name, drawn from Our Towns (James and Deborah Fallows), for a recurring pattern the book observes: in nearly every reviving regional town, “a handful of forceful people made the difference in shaping the region’s economy as a whole.” These are figures like Higgins, Pelletier, Vendetti, and the Padnoses — outsiders or local champions who look at an undervalued place and see latent potential, captured by the line “There’s no reason in the world these folks aren’t winning! But they’re not.” Kyle tags this idea repeatedly in his highlights, often pairing it with Prosperable (the thesis that successful cities attract people from elsewhere).

The “headhunter” framing is literal in several of the book’s vignettes: Higgins went to a headhunter, demanded audited financials and budgets, studied them for weeks, concluded “these guys should be hitting home runs, but they’re not even getting to the plate. That’s an opportunity,” and signed on. The pattern also covers leaders like Pelletier who consciously build a “caring company culture and cool workplace” to retain local talent who “in theory could go anywhere” — keeping rooted people who are likelier to stay than imported Harvard/MIT hires. It is fundamentally an abundance mindset over a Scarcity Mindset, applied to civic and economic renewal.
