Santa Clara County
Santa Clara County
In Kyle’s notes, Santa Clara County is the specific geography anchoring his Homelessness thinking. It is the jurisdiction Destination: Home is organized to serve, addressing homelessness through a “housing first” supportive-housing strategy. A cost study covering 2005–2012 measured the county’s cost of managing homelessness and helped build voter support for a $950M supportive-housing bond (per the May 31st, 2018 call with Chad Bojorquez cited on the Homelessness page).
Context: Santa Clara County is the most populous county in the San Francisco Bay Area, encompassing San Jose and much of Silicon Valley. Its acute homelessness and housing-affordability pressures, driven by the tech economy, made it an early site for “housing first” and data-driven cost-of-homelessness studies.
