Heuer’s subject is the failure modes of expert judgement under uncertainty — not bias as a curiosity but bias as an operational problem for people who must produce an assessment on a deadline with incomplete information and be held to it.
The most durable contribution is Analysis of Competing Hypotheses: rather than building a case for the leading explanation, list all of them and look for evidence that discriminates, because evidence consistent with every hypothesis is worthless however abundant.
It reads as a better applied decision-making book than most written for business, because the author’s readers could not afford to enjoy it.
