Precautionary Principle

Precautionary Principle

One-line definition: The rule that a technology’s advocates must demonstrate it is safe before it is allowed to diffuse, rather than its critics demonstrating harm.

How sources describe it

  • AI Is Oil, Not God frames the July 2026 open-weights letter as a fight against it, pairing “commoditizing complements with fighting the precautionary principle.”
  • Its strongest statement in that source is Matt Kaufman’s: open models can be fine-tuned to strip bio/cyber safeguards, LLMs may favor offense over defense, and so they should perhaps “be tightly regulated like weapons.”

Where it shows up

  • Open Source — open weights are the diffusion the principle would restrain.
