Minchenko Consulting’s framework treats the Russian elite as a politburo with an inner circle and candidate members, and tracks movement between tiers — who gained, who was demoted, which clans absorbed which assets.

One of the few systematic public attempts to map Russian power as a structure rather than as a personality. Its predictive record is mixed and it is produced by a firm with its own access to protect, but the method is the useful part. Pairs with Reflexive Processes and Control.
