Outsourcing

In Flying Blind, outsourcing is the systematic failure pattern behind Boeing’s decline — pushing manufacturing cost and risk onto subcontractors looked good on the income statement while being structurally suicidal for the engineering culture. The book’s anchor is John Hart-Smith’s 1990s paper “Out-Sourced Profits — the Cornerstone of Successful Subcontracting,” fifteen densely worded pages drawn from his experience watching the DC-10’s parceled-out construction impoverish Douglas Aircraft while enriching its suppliers. Hart-Smith’s argument: outsourcing is never simple. Design specifications have to be more precise (any omission becomes a costly legal dispute), the oversight adds unanticipated overhead, and — perversely — those extra costs make the outsourcing company look less efficient than the suppliers it awards business to, a vicious cycle that only encourages more of the same.

The book’s most damning illustration of the cultural rot is the spec-document comparison: when Boeing sent specifications to its electronics supplier for the 777, the document ran 2,500 pages (“we told them exactly what we wanted in excruciating detail”); the equivalent Dreamliner spec was just twenty pages. The outsourcing playbook is tied directly to Financialization and the McDonnell Douglas–Jack Welch template Boeing imported — the anti-union, regulation-light, outsourcing-heavy “standard corporate playbook” that, in the book’s telling, set up the 737 MAX disaster. When Boeing sold off parts-making operations (including a 75-year-old Wichita factory employing 7,200 people), it improved the RONA numbers but turned every last-minute part or process improvement from a colleague’s phone call into a negotiation with lawyers and procurement executives.

Context: Outsourcing is the business practice of contracting out functions — manufacturing, support, services — to external suppliers rather than performing them in-house, often pursued for short-term cost and balance-sheet benefits.
