Doctoral dissertation, Faculty of Informatics, University of Lugano, supervised by Marcus Hutter.

Legg’s project is to make ‘intelligence’ formally measurable: a universal intelligence measure defined over an agent’s performance across all computable environments, weighted by simplicity. From that he argues about what superintelligence would mean and what could be said about it in advance.

Written shortly before he co-founded DeepMind, which makes it the intellectual prehistory of a company now central to the field. Pairs with Situational Awareness: The Decade Ahead.
