Informed Citizenry

Informed citizenry is the precondition that, in Kyle’s notes, keeps Voice of the People from collapsing into mob rule. The idea is that legitimacy flows from the collective will of the people only when that people is equipped with knowledge — captured in the Madison line quoted in The Death of Expertise: “a people who mean to be their own Governors must arm themselves with the power which knowledge gives.” The Assault on Reason sharpens the same point from the other side: legitimate self-rule requires reason and deliberation, not mere preference or choice. An informed citizenry is the Expertise a self-governing people must arm itself with; its erosion is what makes the “wisdom of crowds” curdle into the false claim that “the crowds are wise.”

The concept overlaps closely with Educated Electorate, which the Voice of the People page frames as the structural precondition keeping popular sovereignty from degrading into the tyranny of an uninformed majority. Where “educated electorate” emphasizes the structural/institutional guardrail, “informed citizenry” emphasizes the deliberative, knowledge-bearing quality of the citizens themselves.

Context: “Informed citizenry” is a long-standing idea in democratic and republican political theory — most associated with the American founding (Jefferson, Madison) — holding that self-government depends on citizens who are educated and informed enough to deliberate and hold power accountable.
