Key findings of the Behavioral Analysis Unit’s Las Vegas Review Panel, on the attack of 1 October 2017 against a 22,000-person open-air concert.
The Las Vegas case is unusual in leaving no manifesto, no claimed ideology and no clear grievance, which made it a test of behavioural analysis where the usual evidence was absent. The panel’s conclusions are correspondingly hedged.
Worth reading for what the FBI does when it cannot answer the question — the document is more candid about uncertainty than its coverage was.
