The proposal: because neutrinos pass through the Earth almost unimpeded, an ultra-high-energy neutrino beam could be aimed through the planet at a warhead anywhere on the surface and deposit enough energy to melt it or trigger a fizzle — a defence requiring no overflight and no consent.

The paper is honest about what it would take: an accelerator complex far beyond anything built. It is a genuine physics paper about a science-fictional capability, which is exactly why it gets saved.
