Title 10 is the armed forces; Title 50 is intelligence. Wall’s argument is that modern warfare requires the two to integrate, and the statutory categories were never as clean as the public debate treats them — the Secretary of Defense holds authorities that straddle the line, and ‘covert action’ is a narrower legal term than its colloquial use.

Useful precisely because it is unglamorous: this is the actual legal plumbing under a decade of argument about drones and special operations.
