One-line: Weather modification that enhances precipitation from clouds that already exist (it cannot make rain from dry air) — a real, low-cost, operationally routine but modest-effect (~5–15%, often ~10%) water-management tool in the interior West.
A durable concept for The Luna Landing’s water-augmentation strand. The NM-specific playbook (economics, regulatory path, contacts, proposal) lives in Southwestern New Mexico Cloud Seeding Pilot; this is the reusable definition.
How sources describe it
- Two methods: glaciogenic (cold-cloud) seeding — the dominant Western winter method, releasing trace silver iodide into supercooled clouds to grow ice crystals into snow; and hygroscopic (warm-cloud) seeding — salts for warmer summer rain (source: Southwestern New Mexico Cloud Seeding Pilot).
- Hard constraints: needs pre-existing seedable clouds; effect is modest (~5–15%) and hard to prove (no unseeded counterfactual of the same storm); cannot fight active fires — and the driest, most fire-dangerous conditions are exactly when seeding is impossible.
- Right framing = water supply / drought / snowpack, never fire suppression. Reduced fire spread is only an indirect, downstream co-benefit.
- Among the lowest-cost water-supply tools: ~$2–3/acre-foot (Utah/Idaho) vs. ~$20/AF for alternatives; whole-state programs run ~$2–9M/yr; a single-basin ground-generator pilot can run a few hundred K/yr.
