A standard of identity defines what a food must contain to bear a name. Part 139 specifies, in law, the permitted ingredients and proportions of macaroni and noodle products.

Standards of identity are a strange and under-examined corner of regulation — the state fixing the meaning of ordinary words, with amendment dates stretching back to 1977 recorded in the margin.
